Overview: The ‘Estimating Manager’ is responsible for delivering timely and reliable estimating data in relation to all capital programmes being delivered by Infrastructure. The role holder will assume responsibility for the co-ordination and review of all capital (predominantly construction) cost estimates across Infrastructure. A key objective of this position is to ensure that daa has timely and accurate cost estimates on which to plan and approve individual capital projects and the 5-yearly cycle of capital investment programmes (CIP). Key Duties: – Oversee the preparation of cost estimates for capital investments at all stages of the project lifecycle from order of magnitude through to definitive, pre-tender estimates. – Peer review all capital cost estimates in excess of €500k and govern the peer review of cost estimates below that threshold. – Manage and develop the human resources (internal and external) engaged in estimating activities including resource planning and staff performance management. – Liaise with the Senior Cost Manager, Risk Manager, Scheduling Manager, Design Team Leads and relevant Project/Programme Managers in developing estimates and managing the estimating function. Criteria: Have a minimum of 12 or more years’ experience in the management of major construction projects with a minimum of 7 or more years’ construction cost estimating experience in a comparable environment with a client, consultant, or contractor. A thorough knowledge of capital project procedures and practices, and a familiarity with typical estimating software such Cost X.
