Greenlink Interconnector Project
Greenlink is 100% owned by Swiss based, Partners Group, a global private markets investment manager with over USD 109 billion in assets under management as of 31 January 2021. Since 1996, the firm has invested over USD 145 billion in private equity, private real estate, private debt and private infrastructure on behalf of its clients globally. The Project will deliver an 500MW electricity interconnector linking County Wexford, Republic of Ireland and Pembrokeshire, Wales. The Project will transfer power using high voltage (320kV direct current HVDC) via submarine and underground cables over approximately 200km connecting the respective transmission grids (Eirgrid and NGESO). The Project was granted a cap and floor regime in principle by the Office of Gas and Electricity Markets (Ofgem) on 30 September 2015. It was also found to be in the public interest by the Commission for Regulation of Utilities (CRU) on 18 October 2018 and in December 2020 the CRU confirmed its decision to grant a cap and floor regime to apply to the Project in Ireland.
The scope includes all planning, consents, regulatory permissions, materials and works between the interface point in the 220KV AC Great Island Sub-Station in Country Wexford, via a HVAC cable to the converter station, through the converter station and onshore HVDC cables in Ireland, HVDC cables under the Irish sea, through the onshore HVDC cables and converter station in Wales and through an interconnecting HVAC cable between the converter station, to the interface point within the National Grid 400kV sub-station at Pembroke. Greenlink will sell capacity in the interconnector to electricity generators and suppliers. In doing so it will enable power flows to be optimized between the UK and Irish grids to enable to maximum value to
be secured from intermittent renewable generation. In addition, the interconnector will bring security of supply benefits and offer ancillary services for grid stability.

PROJECT SERVICES MANAGER, Dublin
THE COMPANY

The design, construction and installation phase will be delivered via an EPC Contract. Greenlink will have consultancy support via the Employer’s Representative. For the purposes of the Construction Regulations in Ireland and the CDM Regulations in the UK, the EPC Contractor will be appointed Project Supervisor Design Process/Principal Designer, and Project Supervisor Construction Stage/Principal Contractor, in each jurisdiction respectively. Greenlink’s mission is to construct the interconnector safely and within budget, on time and according to the defined scope and quality, whilst meeting shareholder and stakeholder expectations. Greenlink’s highest priority is “Zero Harm” to those working on the project, those who interface with the project and to the environment.
THE ROLE
The Project Services Manager (PSM) will play a key role in the delivery of the Greenlink Interconnector Project. Reporting directly to the Project Construction Director, he or she will be responsible for ensuring the key contracts are administered in accordance with their respective contracts. The PSM will work closely with the Employer’s Representative to monitor performance of the EPC contractor and to raise any issues as required. Key to success will be a proactive approach to ensure issues are addressed and mitigated in good time.
This role calls for someone with proven contract management experience in complex, capital-intensive projects ideally gained within the regulated electricity environment in the UK and Ireland. The successful candidate will be a motivated self-starter who combines the tenacity to ensure the project is delivered with outstanding stakeholder management skills. Strong written and oral communication skills are a requirement. Location for the role is Dublin with regular travel to project sites in Ireland and Wales expected.
ACCOUNTABILITIES
  • Establishing and maintaining effective contract administration processes and procedures

ACCOUNTABILITIES

  • Responsible for delivery of all aspects of construction in Marine section (approx. 160km offshore cable route, HDD on both landfalls) in accordance with agreed project designs and timelines.

ACCOUNTABILITIES

  • Responsible for managing the design review process for all elements of the project in Wales, Ireland and Offshore (HVDC Converter stations, underground HVDC cables, submarine cables, HVAC substations, HVAC underground cables)
  • Providing technical support to the GIL Project team as required
  • Supervision of the Employer’s Representative Engineering team
  • Liaison with both Transmission Systems Operators NGET and EirGrid
  • Developing commissioning test plans and overseeing commissioning of the assets with support from Employer’s Representative specialists
  • Ensuring grid connection agreements are fully and correctly implemented
  • Providing regular updates to the rest of the GIL Project team

THE ROLE

The QHSE Leader will play a key role in the delivery of the Greenlink Interconnector Project. The QHSE Leader will report directly to the Chief Executive Officer. He or she will be responsible for the provision of clear guidance and advice to Greenlink on all QHSE matters, relating to business and project construction, so that statutory obligations are met and legislative compliance is in place at all times.

Key to success will be an ability to understand and manage the relationships with the EPC contractor, the Employer’s Representative, contractors and other key stakeholders, in terms of their inputs and impact on all QHSE deliverables. This role calls for someone with proven skills and experience in QHSE, applied in an engineering project management environment, with critical time based delivery goals. Strong written, oral, communication and coordination skills are a requirement. The location for the role is the Dublin Project Office with regular travel to project sites in Wexford Ireland and Pembrokeshire Wales, and others as required.

KEY RESPONSIBILITIES

  • Complete the development of the Greenlink QHSE governance framework
  • Implement the QHSE systems and processes such that all associated legal requirements,
  • project objectives and deliverables are in place, understood, supported and owned by all in the organisation.
  • Ensure that an adequate programme of training for HSE compliance is established that will encourage and support a positive safety culture amongst employees.
  • Manage the Project H&S Committee and facilitate and support other H&S working groups as required.
  • Verify and validate EPC and Employer’s Representative QHSE arrangements and systems of working, including competency requirements and verification processes.
  • Develop where necessary, implement and maintain the QHSE Management System including all policies and procedures, encompassing the requirements of 45001, 14001 and 9001 ISO management systems standards.
  • Provide regular QHSE performance reporting to the management and Board of Greenlink.
  • Provide advice, guidance, support and information to the Greenlink team on all QHSE matters.
  • Lead by example and develop and embed a team based collaborative safety culture.
  • As the project approaches the commissioning phase, support the development and implementation of an SMS including permit to work systems for mechanical and electrical isolation and operations.
  • On substantial completion of the project receive and validate the Safety File from the employer’s Representative as required under the UK CDM Regs and Irish Construction Regs.

QUALIFICATIONS AND EXPERIENCE

  • Hold relevant Health & Safety qualification ideally NEBOSH Diploma or higher
  • Knowledge and Experience of environmental management systems.
  • Knowledge and Experience of quality management systems.
  • Proven track record and reputation for QHSE delivery on engineering projects.
  • Demonstrated ability to achieve effective implementation of safety procedures whilst engendering a positive culture of ownership from the Board to the person working on site.

THE ROLE

The Document Controller will play a key role in the delivery of the Greenlink Interconnector Project. Reporting to the Project Services Manager, he or she will be responsible for establishing the document management system and facilitating the effective use of the document management system throughout the construction phase and into early operations. For a large complex project the accurate tracking, filing, review, version control and maintenance of a large volume of documents is critical to project success. The Document Management system will be procured from Oracle Aconex. The Document Controller will play a pivotal role in defining the requirements of the system, defining document workflows and meta data, facilitating the use of the system by the broader team and acting as a system expert. The Document Controller will also undertake day to day administration of the system and documentation. The Document Controller’s goal is for each member of the project team to fully utilise the system to control documents.

ACCOUNTABILITIES

  • Expert user for the document management system
  • Facilitator and educator for other team members in the use and application of the document management system
  • Day-to-day administration of the document management system
  • Facilitate the definition of meta data and its implementation and modification over time
