Greenlink Interconnector Project
Greenlink is 100% owned by Swiss based, Partners Group, a global private markets investment manager with over USD 109 billion in assets under management as of 31 January 2021. Since 1996, the firm has invested over USD 145 billion in private equity, private real estate, private debt and private infrastructure on behalf of its clients globally. The Project will deliver an 500MW electricity interconnector linking County Wexford, Republic of Ireland and Pembrokeshire, Wales. The Project will transfer power using high voltage (320kV direct current HVDC) via submarine and underground cables over approximately 200km connecting the respective transmission grids (Eirgrid and NGESO). The Project was granted a cap and floor regime in principle by the Office of Gas and Electricity Markets (Ofgem) on 30 September 2015. It was also found to be in the public interest by the Commission for Regulation of Utilities (CRU) on 18 October 2018 and in December 2020 the CRU confirmed its decision to grant a cap and floor regime to apply to the Project in Ireland.
The scope includes all planning, consents, regulatory permissions, materials and works between the interface point in the 220KV AC Great Island Sub-Station in Country Wexford, via a HVAC cable to the converter station, through the converter station and onshore HVDC cables in Ireland, HVDC cables under the Irish sea, through the onshore HVDC cables and converter station in Wales and through an interconnecting HVAC cable between the converter station, to the interface point within the National Grid 400kV sub-station at Pembroke. Greenlink will sell capacity in the interconnector to electricity generators and suppliers. In doing so it will enable power flows to be optimized between the UK and Irish grids to enable to maximum value to
be secured from intermittent renewable generation. In addition, the interconnector will bring security of supply benefits and offer ancillary services for grid stability.

Project Schedule & Reporting Manager, Dublin

The design, construction and installation phase will be delivered via an EPC Contract. Greenlink will have consultancy support via the Employer’s Representative. For the purposes of the Construction Regulations in Ireland and the CDM Regulations in the UK, the EPC Contractor will be appointed Project Supervisor Design Process/Principal Designer, and Project Supervisor Construction Stage/Principal Contractor, in each jurisdiction respectively. Greenlink’s mission is to construct the interconnector safely and within budget, on time and according to the defined scope and quality, whilst meeting shareholder and stakeholder expectations. Greenlink’s highest priority is “Zero Harm” to those working on the project, those who interface with the project and to the environment.
THE ROLE:
The Project Schedule & Reporting Manager (PSRM) will pay an important role in the delivery of the Greenlink Interconnector Project. Reporting directly to the Project Services Manager, he or she will be responsible for all client side schedule related and other reporting activities. The PSRM will monitor all aspects of the works program and all other project schedule related activities, drawing on inputs from across the company & key advisors, to ensure that the project scheduling is carried out to the highest of industry standards. The PSRM will regularly prepare clear and concise progress etc reports for client management and key stakeholders such as lenders technical advisors etc. Key to success will be an ability to work with technical & commercial staff, contractors and other key stakeholders.
This role calls for someone with proven scheduling experience within complex, capital-intensive projects ideally in the Ireland or the UK. The successful candidate will be a motivated self-starter who combines the tenacity to ensure the project is delivered with outstanding stakeholder management skills. Strong written and oral communication skills are a requirement.
Location for the role is West Dublin.
ACCOUNTABILITIES:
  • Review of the EPC contractor’s regular works programs
  • Program gap analysis, checking of interdependencies etc
  • Responsible for gathering comments from the client team and presenting to the EPC Contractor in a coherent and contractually sensitive manner
  • Working closely with key advisors to ensure they have the scheduling support needed
  • Preparation of regular schedules for key stakeholders including lenders etc
  • Tracking of EPC Contractor progress with actions
  • Preparation of monthly progress reports, powerpoint slides etc for client management and key stakeholders
  • Review of reports submitted by EPC Contractor and advisors
  • Filling in for other team members as required
  • Record keeping
  • Providing regular updates to the rest of the GIL Project team
QUALIFICATIONS AND EXPERIENCE:
  • FIDIC – experience of FIDIC contracts – ability to evaluate EOT claims and delay analysis
  • Electrical Knowhow – ability to understand the electricity components and how they fit together
  • 3rd level qualification in relevant area
  • Experience working in a construction project environment
  • Strong knowledge & track record using Primavera P6 is a requirement
  • Strong knowledge of MS word, Powerpoint & Excel
  • Excellent written English skills
  • Outstanding communication and co-ordination skills

THE ROLE

The HSE Leader will play a key role in the delivery of the Greenlink Interconnector Project. The HSE Leader will report directly to the Chief Executive Officer. He or she will be responsible for the provision of clear guidance and advice to Greenlink on all HSE matters, relating to business and project construction, so that statutory obligations are met and legislative compliance is in place at all times.

Key to success will be an ability to understand and manage the relationships with the EPC contractor, the Employer’s Representative, contractors and other key stakeholders, in terms of their inputs and impact on all HSE deliverables. This role calls for someone with proven skills and experience in HSE, applied in an engineering project management environment, with critical time based delivery goals. Strong written, oral, communication and coordination skills are a requirement. The location for the role is the Dublin Project Office with regular travel to project sites in Wexford Ireland and Pembrokeshire Wales, and others as required.

The HSE role is not a hands-on role, the implementation of HSE at the construction sites will be the remit of the EPC Contractor and the requirements are defined in the EPC Contract. The HSE Leader will be required to: build the overall governance structure and corporate manuals which enable Greenlink to operate as a prudent employer in respect of HSE, to ensure appropriate checks and balances are in place to discharge its legal responsibilities and to work with the EPC Contractor through the EPC Contract to achieve the HSE goals. This must be achieved whilst not getting into the “weeds” and taking accountability away from the EPC Contractor who has been appointed as the PSCP/PC.

KEY RESPONSIBILITIES

  • Complete the development of the Greenlink HSE governance framework
  • Implement the HSE systems and processes such that all associated legal requirements,
  • project objectives and deliverables are in place, understood, supported and owned by all in the organisation.
  • Ensure that an adequate programme of training for HSE compliance is established that will encourage and support a positive safety culture amongst employees.
  • Manage the Project H&S Committee and facilitate and support other H&S working groups as required.
  • Verify and validate EPC and Employer’s Representative HSE arrangements and systems of working, including competency requirements and verification processes.
  • Develop where necessary, implement and maintain the HSE Management System including all policies and procedures, encompassing the requirements of 45001, 14001 and 9001 ISO management systems standards.
  • Provide regular HSE performance reporting to the management and Board of Greenlink.
  • Provide advice, guidance, support and information to the Greenlink team on all HSE matters.
  • Lead by example and develop and embed a team based collaborative safety culture.
  • As the project approaches the commissioning phase, support the development and implementation of an SMS including permit to work systems for mechanical and electrical isolation and operations.
  • On substantial completion of the project receive and validate the Safety File from the employer’s Representative as required under the UK CDM Regs and Irish Construction Regs.

QUALIFICATIONS AND EXPERIENCE

  • Hold relevant Health & Safety qualification ideally NEBOSH Diploma or higher
  • Knowledge and Experience of environmental management systems.
  • Knowledge and Experience of quality management systems.
  • Proven track record and reputation for HSE delivery on engineering projects.
  • Demonstrated ability to achieve effective implementation of safety procedures whilst engendering a positive culture of ownership from the Board to the person working on site.
  • A strong ability to coach, mentor and train effectively at all levels.
  • Outstanding communication and co-ordination skills.

BASED LOCATION

  • Dublin Office with frequent business trips to converter sites, land cable route sites and offshore.

APPOINTMENT

  • The appointment will initially be based on a 3 years fixed term.
  • The appointment may be extended to meet the construction schedule requirements.

Our client a world leading engineering services provider is recruiting for a Site Manager with a minimum of 10 years’ experience working with a leading maintenance contractor within the Oil and Gas or Petrochemical industry. The Site Manager will directly lead the discipline managers and the manager of the projects. He reports to the Operations Director is part of the senior management team.
The site manager is responsible for the operational management at the Shell location. He is responsible for the management and maintenance in the disciplines E&I, Mechanical and Civil. Indirectly, he is involved in and has a shared responsibility for operational excellence and resource management.
Key duties:
  • The main objective is to increase profitability under the value of securing QHSE.
  • The optimal use of expertise (180fte), equipment and materials for the benefit of all planned maintenance, turnarounds, and other projects.
